The focus of Roy Bell’s practice is complex business civil litigation and trial work. He serves as special outside counsel to the Oxbow Group, overseeing major issues, litigation and negotiations relating to their worldwide operations.
Roy served two tours in the Western Pacific during the Vietnam Conflict where he earned two Navy Commendations (with combat “V”), the Navy Achievement Medal (with combat “V”), the Vietnam Unit Medal of Gallantry, and six Vietnam Campaign Medals. He attended the California Western School of Law, where he graduated with honors in 1974 and was valedictorian. Roy served as lead articles editor for the California Western International Law Review and later served as an Associate Professor of Law at California Western. He has served for over 35 years as a trustee and then as Chairman of the Board, and currently holds the honorary title of Emeritus Chairman. In 2009, Roy was honored with a Doctorate of Law Honoris Causa from California Western School of Law in recognition of his contributions to the school and the field of law.
Roy is the recipient of the March 1977 Trial Lawyer of the Month Award, and the San Diego NAACP Lawyer of the Year Award in 1978. The National Law Journal named Mr. Bell its Litigator of the Month in February 2000 for his trial work. Most recently, he was named a 2014 Southern California Super Lawyer in the field of business litigation and a Transcript 10 Top Attorney in the San Diego Daily Transcript’s Top Attorneys. Roy also has served as a founding trustee of a scholastic trust for children of deceased Naval Academy graduates, is a member of the Executive Committee of the Board of Directors and past President and Chairman of The Century Club of San Diego (Buick Invitational 2003), is a member of the Board of Directors of the San Diego International Sports Council, and is a past Chairman and President of the La Jolla Country Club. He currently serves as a board member for the Championship Bowl Committee (Holiday and Poinsettia Bowls), the Midway Foundation Museum and was named a Paul Harris Fellow by the San Diego Rotary Club.
Representative Matters
- Settled an $86 million lawsuit concerning accounting irregularities in an acquisition of a public company.
- Successfully defended outside Directors in a $1.2 Billion Savings & Loan failure.
- Settled a $400 million lawsuit against the City of Los Angeles and the Port of Los Angeles involving the dismantling and dissolution of a petroleum coke terminal.
- Lead Counsel in a novel False Claims Act case that obtained $76.25 million in recoveries, based upon allegations of price fixing for carbon fiber.
- Served as co-lead counsel for a nationwide class action alleging price fixing of chemicals. The case settled for over $33 million after four years of intense litigation.
- Attained approval of an $18 million settlement as Class co-Counsel in a medical price-fixing case.
- Lead trial counsel that secured $200 million jury verdict finding 12,600 violations of the Federal False Claims Act claim.
- Successfully obtained $4.5 million dollar jury award against a national bank on claims of defamation and interference with contractual relations.
