Thursday, October 9, 2025 — MCLE Luncheon — Summer Stephan and Frank T. Jackson

We are very pleased to have as our October speakers, Summer Stephan, District Attorney for the County of San Diego, and Frank T. Jackson, Chief Deputy District Attorney for the County of San Diego, who will present a program on “The Challenges and Opportunities for Artificial Intelligence in Courts & What you Need to Know about the New Proposition 36 Laws.”  

The program will provide 1.0 hour MCLE credit in the subfield area of Technology in the Practice of Law, or can be used by participants as a general credit.

 

Some Information About Our Speakers:

 

Summer Stephen
District Attorney for the County of San Diego

Summer Stephan was elected as the District Attorney for San Diego County in 2018, and again in 2022. Prior to 2018, she served as Deputy District Attorney for 28 years, during which period she tried more than 100 jury trials, including special circumstance homicides, sexually violent predators, child molestation, sexual assault, child abuse, school shooting, assault on peace officers, and human trafficking-related cases.
As San Diego County’s District Attorney, Summer leads the second-largest DA’s Office in California, and the fifth-largest in the United States, managing a professional staff of 1,000 employees, and serving as the People’s Prosecutor for San Diego County and its more than three million residents.
Summer has received numerous appointments, awards and commendations, and recognitions throughout her career as a prosecutor, including recognition as one of the Top Five Prosecutors in the United States by the nation’s premier urban-policy magazine, City Journal, which evaluated prosecutors for their dedication to public safety;  fidelity to the rule of law; personal integrity and leadership; utilization of responsible innovations and training; involvement in community relation;  office and staff morale; and cooperation and teamwork with other players in the criminal-justice system.

Frank T. Jackson
Chief Deputy District Attorney for the County of San Diego

Frank T. Jackson obtained his undergraduate degree from the University of Utah, and obtained his law degree at Stanford Law School, where he was Executive Editor of the Stanford Law Review (1998-1999). He has been a Deputy District Attorney in San Diego County since 2000. From 2002 to 2004 he was assigned as a vertical prosecutor in the Major Narcotics Unit. From 2006 through 2021 he was assigned to the Gang Prosecution Division, a division which prosecutes complex murder cases and other serious crimes perpetrated by violent gang members who terrorize neighborhoods, spending the last 5 years as the Chief of the Division.
Mr. Jackson is currently a Chief Deputy District Attorney for the San Diego District Attorney’s Office. Beyond the oversight of multiple prosecutorial divisions, he oversees the Information Technology Division. He has taught for CDAA, the San Diego District Attorney’s Office, the Attorney General’s Office, and for various other District Attorney’s Offices and law enforcement agencies on topics ranging from Homicide, Evidence, Sentencing, Conspiracy and other Extended Theories of Liability, 4th/5th/6th Amendment, Gang investigations and prosecutions, Confidential Information (1040 et seq.) and Informants, Discovery, and Wiretaps.
