Hanson as our April speaker. DESCRIPTION:Please calendar our upcoming MCLE lunchtime program on Thursday\, January 8\, 2026 at 12:00 pm\, at the Living Room Coffeehouse & Bistro\, 1205 Prospect Street in La Jolla. \nShanna Welsh-Levin\, Senior Counsel at SoCal Realty Law\, APC\, and a member and officer of our bar association\, returns to provide our members with recent updates in Landlord-Tenant law & legal issues\, through her presentation: “What Landlords Need to Know: Compliance with Tenant Protection Laws.” \nShanna has periodically provided our members with updates for this ever-expanding area of law\, which was relatively stable prior to the 2020 pandemic\, during and after which local and state lawmakers enacted multiple levels of tenant protections for those defaulting under their leases and rental agreements\, and which have continued to expand since that time. \nEven in this post-pandemic world\, nonpayment of rent remains a leading issue for landlords\, and eviction procedures remain tightly regulated. A single mistake can delay recovery of property by a landlord for months\, or worse\, and can lead to liability on a landlord’s part. In 2026\, further expanded protections will come into effect for tenants who don’t pay their rent\, making the eviction process even more difficult for landlords\, who will need to plan for much longer timelines\, budget for extended vacancy periods\, and to prepare for higher likelihood of contested hearings. \nShanna will address these matters during her presentation\, to include: \n\nChanged Rules for No‑Fault Evictions & Just‑Cause Requirements for Evictions;\nChanges to Required Disclosures\, Procedural Compliance & Need for Updated Forms\, including notice forms\, complaint forms\, service rules\, and response‑time windows\, all of which have new requirements\, and for which procedural challenge to validity of the eviction could result in weeks or months of delay for the unwary landlord processing the eviction;\nReview of extended Court Response Times for Tenants (under AB 2347)\, which took effect in January of this current year.\nOther comments on California’s Tenant Protection Act (TPA)\, as well as local cities’ tenant protection laws\, and status of changes to them\, if any\, implemented since her prior presentation to our group.\nReview of current status of anti-discrimination laws relating to source of income\, and government subsidized (Section 8) rental assistance programs\, impacting the Landlord-Tenant relationship.\n\nThose of you who have attended a previous presentation by our speaker\, know that Shanna possesses a comprehensive and detailed understanding of this legal practice area\, which she readily and enthusiastically shares with you. \nWe hope that all of you can attend this 1.0 hour MCLE credit program. \nSome Information About Our Speaker\, Shanna Welsh-Levin:\nAttorney Shanna Welsh-Levin is the owner and Senior Attorney of So Cal Realty Law. She is also celebrating 40 years of political\, civic\, and social contributions in California and the nation. \nAmong her many responsibilities\, Roxana was elected to two terms as Chair of the Republican Party of San Diego County\, a position which directs all voter registration and precinct operations for the local Party. Having served on numerous campaign finance and steering committees and the Executive Committee of the California Republican Party\, Roxana has become well known in political circles as someone who can get the job done. Padre sports announcer Jerry Coleman described Roxana as an “impact player” in life. \nIn addition to the campaigns she has personally promoted\, she helped chart a pro-business agenda by Chairing the Board of Directors of The Lincoln Club\, a nationally affiliated group of high profile political and business leaders concerned about the economic health and growth of our community\, state\, and nation and by serving on the Board of the  New Majority. \nRoxana served as President of the Board of Directors of the Rancho Santa Fe Association\, Chaired the board of the Don Diego Scholarship Foundation\, a scholarship program of the San Diego County Fair and Del Mar Fairgrounds/22nd DAA  and served on the Board of the San Diego Botanic Garden. \nWhile expanding her company to include an Orange County office and an international practice\, she served for 5 years as a member of the Advisory Council for the San Diego Regional Conference for Women\, established by the Honorable Ernie Dronenberg to promote the education\, inspiration and empowerment of women\, where she successfully chaired “Woman of Distinction” and was a conference speaker. \nTo fulfill a desire to become more involved in her community she served as a founding board member of Alzheimer’s Family Center\, Inc. while raising money for the March of Dimes and serving as Master of Ceremonies and fundraising for various other charities. \nRoxana served on the Board of Governors of the University Club atop Symphony Towers for over 20 years and served as an officer and Board of Trustees member of the Performing Arts League. As one of the founding members of Biocom\, a group of business and civic leaders which supports the growth of the biotechnology industry in San Diego\, Roxana Chaired the Committee on Mexico Cross-Border Commerce & Education. \nAs a member of the Board of Directors of the Greater San Diego Regional Chamber of Commerce she was Vice-Chair of the Public Policy Committee and Chair of the Legislative Committee. \nAs a member of the steering committee and speaker’s bureau for “Yes on Prop C”\, which paved the way for Petco Park in downtown San Diego\, Roxana displayed a passion for neighborhood revitalization. \nFeatured in San Diego Woman magazine in an article entitled “OUT FOXXING THE COMPETITION”\, Roxana gave much credit for her success to her mother who valued a considerable personal library through which she hand fed “Self-Reliance”\, a chapter from Emerson’s Essays\, to 5 daughters.  Further credit was given to a German American father with a mid-western work ethic whose family came to this country in 1710. Her philosophy\, thanks to mom and “Self-Reliance”: “Insist on yourself; never imitate. Your own gift you can present every moment with the cumulative force of a whole life’s cultivation.”  Goal oriented and empirically driven\, she always seems to make time for herself and her community. \nAs a competitive equestrian in the Hunter/Jumper Division of the horse show circuit\, she enjoys her leisure time with her husband Robert E. Hertzka\, M.D. and training on their farm in Rancho Santa Fe\, California.

DANA M. SABRAW\, Judge\nUnited States District Court for the Southern District of California \nFederal Judicial Service: \nJudge\, U.S. District Court for the Southern District of California Nominated by POTUS George W. Bush on May 1\, 2003\, to a new seat authorized by 116 Stat. 1758. Confirmed by the Senate on September 25\, 2003\, and received commission on September 26\, 2003. \nJudge Sabraw served as Chief Judge of the Court from January 22\, 2021 to January 22\, 2025. \nEducation: \nAmerican River Junior College\, A.A.\, 1978\nSan Diego State University\, B.S.\, 1980\nUniversity of the Pacific\, McGeorge School of Law\, J.D.\, 1985 \nEarlier Professional Career: \nPrivate practice\, Santa Barbara\, California\, 1985-1989 \nPrivate practice\, San Diego\, California\, 1989-1995 \nJudge\, San Diego [California] North County Municipal Court\, 1995-1998 \nJudge\, Superior Court of California\, County of San Diego\, 1998-2003 \nAdditional Information about Judge Sabraw: \nJudge Dana Makoto Sabraw was appointed to the United States District Court in 2003. He served as Chief Judge from January 22\, 2021 to January 22\, 2025. He received his undergraduate degree with distinction from San Diego State University\, and thereafter attended McGeorge School of Law at the University of the Pacific\, where he graduated in 1985 in the top 10% of his class and served on the Law Review. Before his appointment\, Judge Sabraw practiced law as a commercial litigator with Baker & McKenzie in San Diego\, becoming a partner in 1992. In 1995\, he was appointed to San Diego’s North County Municipal Court. He served as Presiding Judge of the Municipal Court until his elevation to the Superior Court in 1998\, where he served as Criminal Supervising Judge and as a criminal and civil trial judge until his appointment to the federal bench. As a trial lawyer and judge\, Judge Sabraw has tried more than 300 cases to verdict. \nJudge Sabraw was appointed by the Chief Justice of the United States Supreme Court to serve as a member of the U.S. Judicial Conference Committee on the Judicial Branch\, and he was appointed by the Director of the Administrative Office of the U.S. Courts to serve as a member of the Judicial Security and Independence Task Force. He has been active in a number of professional organizations. Among these\, he is a founding member and past president of two American Inns of Court (Lopardo and Wallace Inn Chapters)\, and current member\, and past board member\, of the Pan Asian Lawyers of San Diego. He also serves on the founding committee of “Just the Beginning—A Pipeline Organization.” He is a frequent speaker at law and community related events on judicial independence and the rule of law. \nHe has received numerous awards from the community and bar associations\, including Person of the Year by the San Diego Union Tribune editorial board (2018)\, Outstanding Jurist by the San Diego County Bar Association (2019)\, Judge of the Year by La Raza Lawyers Association of San Diego (2019)\, Humanitarian of the Year by Casa Cornelia Law Center(2019)\, Judge of the Year by Consumer Trial Attorneys of San Diego (2019)\, and the Bernard E. SABBAN will present “STRATEGIC LAWSUITS AGAINST PUBLIC PARTICIPATION (“SLAPP”)\,” in a program addressing SLAPP lawsuits\, which plaintiffs often use strategically to silence their critics through litigation\, and which abridge defendants’ constitutional rights of free speech and petition to government for redress of grievances.  These types of lawsuits are subject to special procedural treatment by Code of Civil Procedure § 425.16 (the “anti-SLAPP” statute)\, and Ariel’s presentation will explore the procedural mechanism and updated requirements for bringing successful anti-SLAPP motions in California. \nIf you have not attended a lunchtime program since our move to the Living Room Coffee House & Bistro\, please make it a point to do so. Neuharth\, Jr.\, as our July speaker\, presenting “MENTAL HEALTH ISSUES IN CRIMINAL LAW\,” in which he will discuss the impact of mental health issues on the Criminal Justice system\, and how cases involving criminal activities related to mental health issues are currently handled by our California Superior Courts.
