DESCRIPTION:We are very pleased to welcome as our speakers for this event:\n  \nLCDR Terence Sanders\, USN\, JAGC and CDR John-Paul Mantone\, USN\nThursday\, February 9\, 2023\n12:00 pm via Zoom—AND—”in-person” at:\nHennessey’s Tavern Dining Room\n7811 Herschel Avenue\, La Jolla\, CA 92037 \n  \nWe are very pleased to have as our February speakers\, LCDR Terence Sanders\, USN\, JAGC and CDR John-Paul Mantone\, USN\, presenting an “Overview of the Military Justice System\,” in which they will: \n\nprovide an overview of the military justice system\, to include a general history describing its constitutional foundation\, statutory authorities\, and the adoption of the Uniform Code of Military Justice (UCMJ); \ngive a description of the U.S. Navy’s Judge Advocate General Corps (JAGC); \nexplain the unique structure of the military justice system; highlighting differences in the application of constitutional rights between the military and civilian justice systems; crossover areas with the civilian legal field; and \nillustrate a few examples of “operational law”; and discuss how legislation such as National Defense Authorization Act (NDAA) impacts the military justice system.\n\nIn examining the points above\, our speakers will also discuss several historical case studies and vignettes\, including Parker v. Levy (1974)\, a landmark Supreme Court Case concerning the First Amendment rights of military personnel; Feres v. United States (1950)\, a Supreme Court case involving military service members and the Federal Torts Claims Act; and the USS VINCENNES (CG 49) incident involving Iran Air Flight 655 (1988). \n\nInformation about Our Speakers:\nLCDR Terence Sanders\, USN\, JAGC\nLieutenant Commander Terence R. Sanders currently serves as Staff Judge Advocate\, Surface and Mine Warfighting Development Center. He was born in Yokosuka\, Japan and earned his bachelor of science\, majoring in business management\, from the Tulane University in 2012\, and received his juris doctor from University of San Diego School of Law in 2018. He was commissioned in the United States Navy in May 2012 through Naval Reserve Officer Training Corps in New Orleans\, Louisiana. From 2012 to 2015\, LCDR Sanders served forward deployed as the Gunnery Officer\, Combat Electronics Officer\, and Assistant Combat Systems Officer aboard USS SHILOH (CG 67)\, homeported out of Yokosuka\, Japan. From July 2015 to August 2018\, LCDR Sanders attended the University of San Diego School of Law through the Law Education Program (LEP). During this time\, he was attached to Region Legal Service Office (RLSO) Southwest\, in both the command services and trial departments. From 2018 – 2020\, he completed his First Tour Judge Advocate (FTJA) rotation out of Yokosuka\, Japan at RLSO Japan. From 2020 – 2022\, he served as the Assistant Department Head of Command Services at Region Legal Service Office Mid-Atlantic. LCDR Sanders’ personal awards include the Navy Commendation Medal and Navy and Marine Corps Achievement Medal. \n  \nCDR John-Paul Mantone\, USN\nA native of Long Island\, NY\, Commander John-Paul (JP) Mantone graduated from Villanova University and was commissioned through the Naval Reserve Officer Training Corps (NROTC) in 2003. His sea tours include serving as Auxiliaries Officer in USS DOYLE (FFG 39) in Mayport\, FL and as Training officer in USS OSCAR AUSTIN (DDG 79) in Norfolk\, VA. Following these tours\, he served as an exchange officer with the British Royal Navy as a Bridge Watchkeeper in HMS CORNWALL (F99)\, based in Plymouth\, UK. Mantone then served as the Chief Engineer in USS SAMPSON (DDG 102) in San Diego\, CA; as Operations Officer in USS SHILOH (CG 67)\, forward-deployed to Yokosuka\, Japan; and most recently as the Executive Officer in USS FREEDOM (LCS 1)\, in San Diego\, CA. Ashore\, Mantone attended the U.S. Naval War College in Newport\, RI\, where he earned a Master of Arts in National Security and Strategic Studies. In Washington\, DC\, he served at the Pentagon on the staff of the Deputy Under Secretary of the Navy (Policy) and on Capitol Hill as a Legislative Fellow for Senator Susan Collins (Maine)\, a member of the Senate Appropriations Committee and the Select Committee on Intelligence. His current assignment is serving as the Chief Staff Officer for Mine Division TWELVE (MINEDIV-12) in San Diego\, CA. His awards include the Navy Commendation Medal (four awards)\, Navy Achievement Medal (three awards)\, and several campaign and unit awards. \n
