DESCRIPTION:Please calendar our upcoming MCLE lunchtime program on Thursday\, January 8\, 2026 at 12:00 pm\, at the Living Room Coffeehouse & Bistro\, 1205 Prospect Street in La Jolla. \nShanna Welsh-Levin\, Senior Counsel at SoCal Realty Law\, APC\, and a member and officer of our bar association\, returns to provide our members with recent updates in Landlord-Tenant law & legal issues\, through her presentation: “What Landlords Need to Know: Compliance with Tenant Protection Laws.” \nShanna has periodically provided our members with updates for this ever-expanding area of law\, which was relatively stable prior to the 2020 pandemic\, during and after which local and state lawmakers enacted multiple levels of tenant protections for those defaulting under their leases and rental agreements\, and which have continued to expand since that time. \nEven in this post-pandemic world\, nonpayment of rent remains a leading issue for landlords\, and eviction procedures remain tightly regulated. A single mistake can delay recovery of property by a landlord for months\, or worse\, and can lead to liability on a landlord’s part. In 2026\, further expanded protections will come into effect for tenants who don’t pay their rent\, making the eviction process even more difficult for landlords\, who will need to plan for much longer timelines\, budget for extended vacancy periods\, and to prepare for higher likelihood of contested hearings. \nShanna will address these matters during her presentation\, to include: \n\nChanged Rules for No‑Fault Evictions & Just‑Cause Requirements for Evictions;\nChanges to Required Disclosures\, Procedural Compliance & Need for Updated Forms\, including notice forms\, complaint forms\, service rules\, and response‑time windows\, all of which have new requirements\, and for which procedural challenge to validity of the eviction could result in weeks or months of delay for the unwary landlord processing the eviction;\nReview of extended Court Response Times for Tenants (under AB 2347)\, which took effect in January of this current year.\nOther comments on California’s Tenant Protection Act (TPA)\, as well as local cities’ tenant protection laws\, and status of changes to them\, if any\, implemented since her prior presentation to our group.\nReview of current status of anti-discrimination laws relating to source of income\, and government subsidized (Section 8) rental assistance programs\, impacting the Landlord-Tenant relationship.\n\nThose of you who have attended a previous presentation by our speaker\, know that Shanna possesses a comprehensive and detailed understanding of this legal practice area\, which she readily and enthusiastically shares with you. \nWe hope that all of you can attend this 1.0 hour MCLE credit program. \nSome Information About Our Speaker\, Shanna Welsh-Levin:\nAttorney Shanna Welsh-Levin is the owner and Senior Attorney of So Cal Realty Law. She is a member of the State Bar of California\, and the San Diego County Bar Association. Mrs. Welsh-Levin is a California licensed real estate broker and an active member of the San Diego Association of REALTORS®. She has served on committees at SDAR and attended legislative functions as a representative of the association. She is also a member of the California Association of REALTORS® and regularly attends the C.A.R. Legal Affairs Forum. \nMrs. Welsh-Levin has twenty years of experience handling real estate legal matters including litigation\, trials\, mediation\, and transactions. She represents real estate investors and professionals to prepare joint venture agreements\, purchase and sale agreements\, leases\, and related contracts\, and to enforce those contracts through the court\, if necessary. \nDuring the recession and housing crisis from 2007 through 2014\, Mrs. Welsh-Levin participated in hundreds of HOME Clinics that took place throughout San Diego County\, Imperial County\, and Riverside County. The clinics were sponsored by the U.S. Department of Housing and Urban Development. In doing this\, she developed a deep understanding of mortgage lending and servicing. Mrs. Welsh-Levin is confident litigating against big mortgage banks and servicers on behalf of California property owners\, and she was instrumental in passing California’s short sale anti-deficiency statute. which created California Code of Civil Procedure §580e. \nSince April 2020\, when COVID happened\, Ms. Welsh-Levin started a monthly webinar series called “Landlords Need to Know”. Through this webinar series\, Shanna keeps herself and her clients and colleagues up to date with the ever-evolving tenant protections in California. \nMrs. Welsh-Levin holds the degree of Juris Doctor from California Western School of Law in San Diego\, California. She graduated magna cum laude from the University of Pittsburgh\, earning a Bachelor of Arts degree in Anthropology and Jazz Music. Hanson as our April speaker.
